All bills are due when rendered, and become delinquent after the 20th of the month. A penalty of 5% will be added to all delinquent bills. Service will be disconnected if bill is not paid by the 30th. A service charge will be added if payment is not received before day of cut-off.  Meter readings & consumption in 100 gallons.

The Board of Directors of the Harvest-Monrovia Water, Sewer and Fire Protection Authority approved for Impact Fees to be paid on all residential irrigation water meters. This action was taken at the April 13, 2010 Board Meeting. The Impact fee will be same as Impact fees on residential lots for development. Currently this fee is $795.00 and will increase annually same as all other fees.

This charge will be effective May 1, 2010. Meter cost and deposit will be determined by size of meter requested.

A $1,326.00 per unit impact fee for each unit at any commercial development. A unit is described as being no more than 300 gallons of water per day or a physical building divided for leasing or per one (1) acre. Fees and units will be determined by the General Manager of the Authority.

Apartments and Townhouses will pay $795.00 per unit impact fees same as residential lots. Meter fees will be the same as residential meter fees.

The per unit impact fees shall be paid in advance at the time of preliminary plan approval.

Any complex using a 6" or larger meter shall pay an additional $5,306.00 large meter impact fee. If the meter is used for apartments or multi-unit facilities there shall be an additional $212.00 per unit meter fee before water is made available. Each unit is defined above. All fees and units will be determined by the General Manager of the Authority.

Water meter installation charges for commercial development will be as follows:

2" meter ..................................................................... 4,244.00 plus 500.00 deposit
6" meter ............................................................................ cost plus 500.00 deposit

All meters will be paid in full before actual installments.

Annually, October 1, there will be a two percent (2%) increase on all water and sewer impact fees, tap fees, inspection fees, connection fees, trunk line charges and all other fees that may be implemented in the future including both residential and commercial charges.

Annually, January 1, there will be a two percent (2%) increase for water and sewer monthly service charge rates, including both residential and commercial.

There is a $318.00 per lot connection fee for sand filter sewer system. This will be paid when application is made for water service to a lot.

An inspection fee of $102 will be due at the time of application for water.
This fee will cover 4 inspections for tank installation on sand filter systems.

After  the 4th inspection visit a charge of $102 per visit will be due and payable before additional inspections will be made.

There is a $2653.00 per lot connection fee for conventional sewer service. This will be paid when application is made for water service to a lot.

Installation of Fire Hydrant at customer request or installation of fire hydrant for commercial building. Cost of this installation is $3250.00.
